Saudi Food and Drug Authority (SFDA) Approves Pakistani Surgical Manufacturers for Certification
As Saudi Arabia continues to scale up healthcare investment under its Vision 2030 agenda, Pakistani manufacturers of surgical instruments, medical devices, and diagnostic products are taking concrete steps to secure regulatory approval from the Saudi Food and Drug Authority (SFDA), positioning themselves to participate in one of the region’s fastest-growing healthcare markets.
Saudi Arabia accounts for approximately 60 percent of total healthcare expenditure across the Gulf Cooperation Council (GCC), with the Saudi government allocating an estimated US$57.1 billion to healthcare in 2024 alone. The Kingdom’s continued push toward private-sector participation and expanded healthcare infrastructure has made regulatory readiness a decisive factor for international manufacturers seeking entry into the market.
SFDA Approval: A Prerequisite for Market Access
The Saudi Food and Drug Authority (SFDA) is the regulatory body responsible for the classification, registration, marketing authorization, and licensing of all medical devices sold within Saudi Arabia. For any manufacturer outside the Kingdom, including those based in Pakistan, SFDA registration is not a discretionary step but a fundamental requirement for legally placing surgical instruments and medical devices into the Saudi healthcare system.
Pakistani Manufacturers Already Underway
A number of Pakistani healthcare manufacturers have already begun the SFDA registration process in anticipation of the opportunities emerging from Saudi Arabia’s healthcare expansion. These include Elmed Instruments, KT Surgico, Medical Devices, and Tecno Instruments, among a growing number of companies pursuing similar certification.
Regulatory Awareness Efforts
To support manufacturers navigating this process, a webinar titled “Breaking into KSA Healthcare: Access, Opportunities & Regulations” was recently held for Pakistani healthcare companies, addressing SFDA registration requirements, applicable product classifications, and the preparatory steps manufacturers should undertake before approaching Saudi buyers and distributors. A recording of the session remains available for companies seeking to understand the regulatory pathway in greater detail.

Additional guidance on SFDA requirements and product registration procedures has also been made available through a regulatory pathways report compiled with input from Medical Regulations Gate.
Looking Ahead
Saudi Arabia’s healthcare market is expanding. Pakistani exporters are already preparing to enter it. Companies that have already initiated the SFDA process are, by most accounts, better positioned to engage meaningfully with Saudi distributors and healthcare institutions as opportunities arise.
It is worth noting that the Government of Pakistan has announced a subsidized national pavilion at Global Health Exhibition , taking place on 26-29 October 2026 at Riyadh Exhibition and Convention Center (Malham) to support Pakistani exporters seeking to establish a presence in the Saudi market — a measure that may ease the path for manufacturers considering their next steps in this space.
